Mayor Ted Wheeler has unveiled his final proposed budget as Portland’s top leader, an $8.2 billion package he says would complete the changes to city government voters approved in November 2022 and accelerate tackling the crises that have hounded him throughout his second term.

“I have led Portland through what I believe is the most challenging period in our city’s history,” Wheeler said at a press briefing last week prior to releasing his 322-page fiscal blueprint. “[This is] a balanced budget and it builds on the momentum we’ve achieved in meeting the most critical needs of Portlanders.”
